From 1 December 2004, the traffic lights at
the junction of Farrer Road and Empress Road will be turned off between 5.30 pm
and 7.30 pm, from Mondays to Fridays except on public holidays. Motorists from
Empress Road will not be able to make a right turn onto Farrer Road towards
Queensway during this time period. This change to the traffic scheme is to
improve the heavy traffic flow along Farrer Road.
Currently, motorists are able to make right
turns from Empress Road onto Farrer Road throughout the day, except during the
morning peak hours, between 7.30 am and 9.30 am, Monday to Fridays, excluding
public holidays. Dedicated green time is given to vehicles from Empress Road to
turn left or right onto Farrer Road outside these periods. Similarly, the ban of
right turn during the morning peak hours is to allow heavy traffic to move
smoothly on Farrer Road
During evening peak hours, traffic flow on
Farrer Road, in the direction of Adam Road is heavy, with traffic queues often
building up to the vehicular underpass at Holland Road. With the de-activation
of traffic lights at the junction of Farrer Road and Empress Road during evening
peak hours, traffic moving in the direction of Adam Road will no longer be
impeded at this junction. This will also improve the traffic flow on the Outer
Ring Road network.
With this change to the traffic scheme,
motorists from Empress Road can continue to turn left into Farrer Road in the
direction of Adam Road, whenever there are traffic gaps during the evening peak
hours. Those heading towards Farrer Road in the direction of Queensway are
advised to turn left into Farrer Road directly or via Queens Road and Lutheran
Road, and make a U-turn before the junction of Farrer Road and Bukit Timah Road.
