With effect from 1 July 2000, the Land
Transport Authority (LTA) will introduce a Classic Car Scheme.
Under this scheme, cars that are at least 35 years old can be
converted to Classic Cars. An owner of a Classic Car will need to
pay 10% of the Prevailing Quota Premium (PQP) for the Certificate
of Entitlement (COE) and an annual fee of $280 for its vehicle
license. The usage of the Classic Car will be restricted to a
maximum of 28 days in a calendar year. The owner will receive 28
free day-coupons for each calendar year. This day-coupon must be
displayed for each day of usage of the Classic Car.
Why a Classic Car Scheme?
The Scheme will enable some Singaporeans to
realise their aspirations of owning well-preserved cars of a
bygone era that is of some heritage value to Singapore. Classic
cars are not meant to serve the ordinary transport needs of their
owners, although owners will be allowed to drive their cars on a
restricted basis of up to 28 days a year. This will allow them to
bring their cars for exhibition, motoring events, inspections and
servicing.
Features of the Classic Car Scheme
To qualify for the Classic Car Scheme, the car
must be at least 35 years old based on its original date of
registration. Once a car is converted to a Classic Car, it cannot
be converted back to a normal car. Importation of cars for
registration under this scheme is not allowed.
The usage of Classic Cars will be restricted to a maximum of 28
days (inclusive of weekends and public holidays) in a calendar
year. A day-coupon must be displayed for each day of usage of the
Classic Car.
Owners of Classic Cars will need to pay an
annual vehicle license fee of $280. The cars must have the
appropriate insurance cover for the license period. Owners will
be given 28 free day-coupons per calendar year, which are
non-transferable. If they are not used within the calendar year,
no refunds will be given.
Classic Cars must have valid COEs. The COE is
based on 10% of the PQP for a 10-year COE.
Classic Cars will be fitted with special number
plates i.e. white lettering on red and yellow background. The
number plates must be sealed at authorised inspection centres.
Classic Cars must undergo vehicle inspections every two years to
ensure that they remain roadworthy.
Conversion to Classic Cars
Car owners who are interested in converting
their cars to Classic Cars can apply directly to LTA at its
office at Sin Ming Drive. At the point of conversion, the owner
will need to pay a pro-rated vehicle license fee, based on the
remaining period of the calendar year. The number of free
day-coupons issued will also be pro-rated based on the validity
period of the vehicle license.
Thereafter, all Classic Cars will have a common
expiry date for their vehicle licenses i.e. 31 December each
year.
