Reduction in the number of COEs in all Vehicle Categories
1. The Land Transport Authority (LTA) has completed its
mid-quota year review of the Certificate of Entitlement (COE) quota for quota
year 2009 (from May 2009 to April 2010).
2. For the remaining bidding exercises for this quota year,
from October 2009 to March 2010, the monthly quota of COEs for all vehicle
categories will be reduced as follows: Category A (Cars with engine capacity
1,600cc and below and taxis), Category B (Cars with engine capacity above
1,600cc), Category C (Goods Vehicles and Buses), Category D (Motorcycles and
Scooters) and Category E (Open Category) will be reduced by 17.8%, 9.8%, 28.1%,
6.7% and 18.8% respectively. The revised monthly quotas for the affected vehicle
categories will be effective from the October 2009 first COE bidding exercise
which begins on 5 October 2009.
Mid-Quota Year Review
3. The mid-quota year review is undertaken annually to
determine if there is any significant difference between the number of vehicles
actually de-registered, and the number of de-registrations projected at the
start of the quota year in May 2009. If necessary, LTA will then adjust the
quota to better meet demand. The first mid-quota year review was conducted in
2001.
4. In the first eight months of 2009, the actual
de-registrations of vehicles in all categories were lower than projected.
Therefore, the monthly COE quotas for all vehicle categories will be reduced.
5. The adjustments to the monthly quotas for the respective
categories are as follows:

October 2009 First Open Bidding Exercise
6. The details of the October 2009 first open bidding exercise
for Certificates of Entitlement (COEs) are as follows:
Tender opens: Monday, 5 October 2009, 12 noon
Tender closes: Wednesday, 7 October 2009, 4.00 pm
Tender results: Wednesday, 7 October 2009

The total quota available for this tender is 2,952 for the
following vehicle categories:
NON-TRANSFERABLE CATEGORIES:
Category A : Cars (1,600cc and below) & taxis

7. COEs for categories C and E are valid upon receipt until 14
January 2010 whilst COEs for categories A, B and D are valid until 14 April
2010.
8. Bid applications can be submitted through the Automated
Teller Machines (ATMs) of DBS/POSB, the Internet Banking facility provided by
Citibank and UOB, or via the OCBC phone banking services.
9. From 5 October 2009, the bid deposit for COEs in
Categories A, B, C and E will be reduced by 50% from $10,000 to $5,000 per bid
application for COE bidding exercises conducted from October 2009 to September
2010.
10. As the bid deposit of $200 for Category D is much lower
compared to other COE Categories, there will be no change to the bid deposit for
Category D. All other terms and conditions for bidding of a COE remain
unchanged.
11. During the bidding exercise, bidders can check on the
status of their bids and revise their reserve price using these banks' services,
the LTA Open Bidding website (https://ocoe.lta.gov.sg),
or by calling the LTA Open Bidding Phone System at telephone number: 6362 1465.
12. Members of the public can check the current COE price on
the One.motoring website (http://www.onemotoring.com.sg)
or on Teletext (Channel News Asia pages 521-523).
13. Although the COE Open Bidding System has been designed to
handle large numbers of bids, transmission of bid data through the system could
be delayed by external factors. Hence, members of the public are advised to bid
early, as the system will only process bid submissions or reserve price
revisions that reach the processing system before the closing time at 4.00 pm
on 7 October 2009. Bid data that is sent to the processing system at the
last minute, but fails to reach the system before the closing time will not be
processed.
