New Road Developments in 2010

New Bartley Viaduct to open to traffic from 17 January 2010; New Road Network for Marina Bay in 2010

1. To improve overall connectivity in the road system, the Land Transport Authority (LTA) will be completing a series of road projects in 2010. Amongst them is the Bartley Viaduct, which will open to traffic from 17 January 2010 onwards. With upcoming developments such as Marina Bay Sands Integrated Resort (MBSIR) and the Marina Bay Financial Centre (MBFC) in the new downtown Marina Bay area, a new road network will be built progressively to serve the area and the Central Business District (CBD) cordon will be adjusted to include these developments.

Bartley Road Extension Project

2. The newly completed 1.9km long dual-two lane viaduct will allow motorists a direct connection from Bartley Road East to Bartley Road, and will span across Airport Road, Hougang Avenue 3 and Upper Paya Lebar Road.

3. The completion of the viaduct marks the overall completion of the Bartley Road extension project which started in 2000.

4. The entire Bartley Road extension project includes a viaduct connecting Kaki Bukit and Tampines Avenue 10, which was opened to traffic since December 2003 and the Upper Paya Lebar Underpass, which was opened to traffic in March 2009.

5. With the completion of the Bartley Road extension project, motorists from Tampines and Bedok towns will have a direct link to the central region via Bartley Road and Braddell Road. This new direct central-east connection will also provide an alternative for motorists currently using the Pan-Island Expressway. The new road connection will also benefit motorists travelling to the Kaki Bukit Industrial area with an additional road connection.

6. As part of the opening, a new road, Bartley Road East, which runs parallel to the viaduct, will also be opened to traffic. Please refer to Annex A for the full scope of works.

New Road System in Marina Bay

7. With the upcoming completion of the MBSIR and the MBFC, the LTA will also be completing a new road system to serve the new developments in the new downtown Marina Bay area.

8. With the opening of the MBSIR, a vehicular bridge across Marina Bay and the new Bayfront Avenue, to connect Temasek Avenue to Central Boulevard and Marina Boulevard will be opened. This will be another route option for motorists entering the CBD. When the Marina Bridge is ready at the end of the first quarter of 2010, an ERP gantry will be installed along Bayfront Avenue leading towards Temasek Boulevard to close off the Bugis-Marina Centre ERP cordon.

9. When the new roads to serve the MBFC are completed in the third quarter of this year, the Shenton Way-Chinatown ERP cordon will also be adjusted to include new developments in the Marina Bay area. The existing gantry along Central Boulevard will be removed and replaced by a new gantry at Marina Way. Two other gantries will be installed, one on the other side of Bayfront Avenue and one at Marina Station Road leading into Central Boulevard to close off the Shenton Way-Chinatown cordon.

10. LTA will announce the actual dates of operation for the new ERP gantries closer to the completion of the Marina Bridge and the new road network respectively. Operating as part of the CBD cordon, these gantries will follow the prevailing CBD rates and operating hours.

11. Please refer to Annex B for the location of the new road network serving the new downtown Marina Bay area and the locations of the new ERP gantries.
